Sync allocations to Budget Master
The Staff Master is the upstream record for every salary line in Budget Master. Each staff member's allocations object maps directly to a budget line keyed by id.
Hitting Sync below pushes the current Staff Master allocations into budget_lines in Firestore — adding new lines for anyone without a matching line, updating allocations for everyone else. The change log records who synced what and when.
