A wire is waiting when the youth spoke last. Take over routes it to you and notes who you are covering for; the youth's caseload does not change. Reply from the case drawer.
Same filters as the dials. The group is previewed below before anything is sent or logged; withdrawn youth are never included.
Placeholders: {{first}} · {{needs}} (the youth's still-needs list) · {{link}} (their dashboard) · {{cycle}}. Youth without an email are skipped and counted.
Same placeholders. Keep it under ~300 characters. Youth without a 10-digit cell are skipped and counted.

One person per line: email@nycid.org, First name. This list feeds the Assigned-staff pickers, My Queue and the table above — for this cycle only, so next cycle's team needs no build. The box shows exactly what is saved on the cycle doc; nothing repaints it while you are editing.
★ = the import cannot run without it. Ticks are yours on this device, only to keep your place in YEPS — the real check happens when you drop the file below.
One export per pull (every youth in Complete status; re-pulls may include Selected / Enrolled). CSV or XLSX. Identification numbers (USCIS / A-Number, Selective Service registration number) are never stored even when they are in the file; the DYCD reporting columns go to the restricted youth_demographics collection only.
Run the same export again any time. Youth already on file keep every document tick, form tick, outreach entry and staff assignment; only contact fields refresh and a status may move forward (applied → selected → enrolled) or to withdrawn when the sheet says so. Nobody is ever deleted — a youth who drops off the DYCD list is left as-is and flagged in the preview.
When a selected youth starts uploading documents in YEPS, DYCD flips the application to Pending. Nothing tells us automatically — so pull the OL + Application Status report from the YEPS Application Report Writer a few times a day and drop it here. The page matches every row to this cycle's roster by OL and marks who is Pending, so the team knows whose documents to review. The same report drives the status ladder: Selected / Pending in YEPS → selected here (invite goes out), Enrolled → enrolled, Withdrawn → withdrawn, Complete → stays applied.
CSV or XLSX. Needs two columns: OL / Application ID and Application Status (a name column helps the preview but is not required). Nothing else in the file is stored.
Every matched youth gets the YEPS status stamped on their record (yepsStatus, when, by whom). Pending lights the ⏳ flag on the roster, the queue and the case drawer. A status moves forward on its own: Pending or Selected in YEPS moves an applied youth to selected; Enrolled moves to enrolled (enrollment date = today unless one is already set); Withdrawn / Declined / Cancelled moves to withdrawn. Nobody is moved backwards automatically — a downgrade (Solutions says enrolled, YEPS says Selected) shows flagged and unticked in the preview and applies only if you tick it. Every change is a row you can untick to hold. Every status set from a report is stamped statusSource: yeps-report. Nobody is deleted, and a youth missing from the report keeps whatever they had. Drop the next report whenever you pull one.
Every youth is ONE person record for life; each program they touch is a key in programs (syep-2026, wlg-2026-27, syep-2027…) — the same ids the Cycle picker uses. A new file is matched three ways: tier 1 OSIS exact · tier 2 email or phone exact · tier 3 last name + first three letters + same school or ZIP → probable, held in the review queue below until a staffer says Same person / Different person. Nothing merges on a name alone.
Drop the SYEP 2026 application report CSV/XLSX (OL, name, school, email, phone, status; worksite / job / first day / hours if you have the placement export). It writes programs["syep-2026"] onto the matched person — nothing to the open cycle — and creates a person record for anyone new. No demographics, no DOB, no document scans.
Rows held from an import because they look like someone already on file. Same person merges the row onto that record; Different person creates a new record. Every decision is logged.
- Start on the dials. Core Onboarding = who still owes a gate (H&L · SHPT · Orientation). Enrolled & Tracked = the roster. Every row on the two panels is a one-click filter — Never contacted and ⏳ Pending in YEPS are today's list.
- Find the youth (right column) or click a name in the table. The case drawer opens on the right.
- Check contact info first. ✏️ Edit fixes a phone, email or home address — every change is stamped with your account and lands in the timeline.
- Tick what you can see. Yes/No cards for the four gates; the DYCD documents list (type · date on the document · N/A) below it; YEPS forms and phases under that. Save writes the case.
- Reach the youth. 📞 Quick Outreach logs the touch (add a photo of a paper form if you have one). 📧 Dashboard access sends the ?k= link + sign-in steps by email and text. ⧉ Copy “still needs” pastes the missing list into any message.
- Answer Reach NYCID. Anything the youth sent from their dashboard is in the case — reply there, tick Also email if you want it in their inbox, Resolve when done.
- Move the status on the ladder: Applied → Selected (the invite goes out by itself) → Enrolled (enter the enrollment date — the six-month rule counts back from it). 🚫 Withdraw asks for a reason; ↩ Re-enroll undoes it.
- Placement. 💼 Job / Placement holds the worksite and first day; 🗺️ Map workspace shows open worksites by distance from home and drops a site note into the timeline.
- Assign yourself (Assigned staff) so the youth shows in 🎯 My Queue tomorrow. Everything you do is logged for the CPO view.
What each youth must hand in
The full picture reference — every accepted document type per category, the guidelines, and sample images — lives on its own page so it can be shared with school partners and worksites.
- Five core categories, one document each: proof of age · Social Security card (signed) · proof of address · proof of identity (photo) · proof of employment authorization.
- Two more, every youth (MJ 09-23): proof of school status — shows they are in school NOW (school letter · program card / schedule · current-term report card · transcript with school name + Fall 2026) · transcript for YEPS — the END-OF-LAST-YEAR transcript (June 2026, grades for 2025/1 + 2025/2); the youth uploads it to YEPS, or uploads it here and NYCID enters it — the card carries a second tick, Entered in YEPS, stamped by the account that ticked it.
- Three conditional: working papers (16–17, green card; a blue 14–15 card is not accepted) · Selective Service (male and 18+ on the start date) · proof of disability (when applicable).
- Five forms in YEPS: Participant Enrollment Survey (PES + PSQ) · I-9 · W-4 · IT-2104 · Universal Sharing Consent.
- Six-month rule: documents carry over from a youth's last cycle (they arrive marked ↩ with the cycle they came from), but each required document must be dated within six months of the youth's enrollment date in THIS cycle. Anything older shows as STALE here.
- Address on the document must match the address on the YEPS application. No envelopes, no pay stubs (unless from a government employer), no expired IDs.
